About the Department
The Department of Agricultural Marketing and Agribusiness, Tamil Nadu has been functioning successfully since 2001 has focussing on activities like Post-Harvest Management, Agricultural Marketing developmental activities,Food Processing, Agri Export and in the wake of the liberalization of the economic policy of the country with prime objective of Regulating the Marketing of Agricultural produce.
Objectives:
- The Department is focusing and taking concerted efforts to ensure remunerative price to the farmers by creating infrastructure facilities for marketing and post-harvest management.
- To improve farmers’ income recently more thrust are given for promotion of Farmer Producer Organization (FPO) and implementation of Supply Chain Management for Perishable Commodities.
- To create e-trading facilities like e-NAM, Regulated Markets, Uzhavarsandhai, Cold storages, Specialized Market Complex and Primary Processing Centres exclusively made for the farmers.

Schemes
- Uzhavar Sandhai
In the field of agriculture, marketing determines the value of the agricultural product in terms of money and delivers them to the final customer. Most of the farmers sell their produce through village level markets, fairs, Mandies, Co-operative Societies etc. In the above process of agricultural marketing, the middlemen exploit farmers as well as consumers. In order to eliminate the middlemen between farmers and consumers, the Government of Tamilnadu introduced the new concept, namely “UZHAVAR SANTHAI” in 1999. Generally, the middlemen and wholesale businessmen purchase the Agricultural products from the farmers at a lower price. They also get the commission from the farmers for the transactions made. In turn, fresh vegetables and fruits purchased at the lower price from the farmers are sold out to retail businessmen at higher price and the retail businessmen sell those Agricultural Products further at higher price to the consumers. As a result, the farmers get only the lower price for their produce whereas the consumers have to pay higher price for the same produce. Hence, the Government of Tamilnadu has introduced an alternate scheme of marketing, which is known as “UZHAVAR SANTHAI” in order to derive more benefits to the farmers as well as consumers.

- Tamil Nadu Irrigated Agriculture Modernization project (TNIAMP)
Tamil Nadu Irrigated Agriculture Modernization Project (TNIAMP) is being implemented for six years from 2019-20 to 2025-26 in 02 sub-basins namely.,
- Lower Bhavani sub basin
- Mettur-Noyyal Confluence sub basin.
Aim :
- To promote formation of farmer Producer Organizations, Productive investment grant and Business Expansion grant support to new FPOs and supporting Business expansion grant to existing FPCs.
- To create opportunities for Agribusiness development for Agri entrepreneurs.
- Modernisation of Regulation Markets to get remunerative price for Agricultural Produce.
Major achievements:
- Formation of New Farmer Producer company with Rs.60 lakhs grant
- Business Expansion Support to Exiting Farmer Producer company with Rs.30 lakhs grant.
- Support to New Agro entrepreneur with 40% or maximum Rs.2.00 lakhs and support to exiting Agro entrepreneur with 50% or maximum Rs. 5.00 lakhs.
- Under Modernisation of Regulated Marketing scheme 500 Mts Storage godown with Modern facilities.
- 2000 Mts of storage godown facilities for e-Negotiable Warehouse receipt is established at Elumathur and Avalpoondurai Regulated Markets.
- Tamil Nadu Supply Chain Management (TNSCM) for Banana and Vegetables
Vision of the scheme:
Tamil Nadu Supply Chain Management Project (TNSCM)was implemented for integrating and strengthening the supply chain of fruits, vegetables and millets. There are two Primary Processing Centers namely Alukuli PPC, Andhiyur PPC. The PPCs were equipped with post-harvest infrastructure facilities such as pack house, cold storage and storage godowns for cleaning, washing, sorting, grading, packing, wet grinding and forward transactions in Erode District.
4.Farmer Producer Organizations:-
“The Government of Tamil Nadu launched an innovative programme for organizing small and marginal farmers into ‘Farmer Producer Groups’ which will be federated into ‘Farmer Producer Organisations’.
To promote collective farming for credit mobilization, better adoption of technology and to facilitate effective forward and backward linkages.
Project objectives
- Mobilising farmers into groups at village level and building up their associations to Farmer Producer Organisations (FPOs).
- To mobilize small and marginal farmers into Farmers Producer Groups to share knowledge on better practices, cost effective agricultural technologies aiming at increased productivity.
- To remove hurdles in enabling farmers’ access to credit facilities and markets.
- To create aconducive environment for collective production and marketing for better profitability and sustainability.
- To retain the interest of farmers in Farming occupation.
- Strengthening of farmers’ capacity by sensitizing best agricultural practices for enhanced productivity.
- Facilitating access to fair and remunerative markets including linking of producer groups for marketing opportunities through market aggregators.
- Ensuring access to usage of quality inputs and services for market driven production and enhancing cluster competitiveness.
- Ensuring value addition of agricultural produce and motivating FPOs into Agri Business Enterprising entity.
The Department has been supporting FPOs since 2014-15. FPOs has been Started from 2015 -16 in our district .So far, 13 FPOs have been promoted through TNSFAC under various schemes like National Agricultural Development Program(NADP), National Mission on Sustainable Agriculture (NMSA)and Formation and Promotion of 10000 FPOs based on the process guidelines of Small Farmers Agri Business Consortium (SFAC).
Institutional credit :
The department has been assist the FPCs by availing institutional credit through the following three schemes viz.,
1.Mezzanine Capital Assistance (MCA) to enhance the quantum of credit,
2.Credit Guarantee Scheme (CGS) to access credit
3.Revolving Fund Support (RFS)
This Scheme will be jointly implemented by the Department of Agricultural Marketing and Agri Business, Government of Tamil Nadu and NABKISAN (Subsidiary of NABARD).
- Establishment of 100 Value Addition Center
This initiative aims to safeguard farmers’ livelihoods by ensuring remunerative prices through storage and value addition during peak harvest seasons, thereby reducing wastage.
Under this scheme, new projects with a total investment upto Rs.10 crore will receive a capital subsidy of upto 25 per cent. Additionally, women, SC, and ST beneficiaries will be eligible for an extra 10 per centsubsidy,
Eligible beneficiary
- subsidy will be capped at Rs.1.5 crore in all cases.
- 5% interest subvention will be provided for five years.
Kalaignarin All Villages Integrated Agricultural developmental Programme (KAVIADP):
- Construction of Drying yard:
Drying yards were constructed to facilitate the farmers to dry their produce to reduce moisture contentupto optimum level. There are four drying yards constructed under this scheme viz., Modachur (gobichettipalayam), 60 velampalayam (modakurichi), Andipalayam and Karattupalayam (Nambiyur) were used by farmers.
- Construction of Grading cum Sorting hall with Drying yard:
Grading cum Sorting hall with Drying yards were constructed to facilitate the farmers to dry their produce and to effectively store the produce in rainy days. There are 5 drying yards constructed under this scheme viz.,Kuttapalayam (Chennimalai), Gettisamudram (Andhiyur), Pudhupeerkadavu (Sathyamanagalam), Periyakallipatti (Bhavanisagar) and Kondayampalayam (TN Palayam).
- Tamilnadu Millet Mission
TheTamilnadu Millet Mission scheme has implementedfor Millet Primary Processing Machineries in the pattern of Assistance of 75% or at the maximum subsidy of Rs.18.75 Lakhs in two instalments of 60% & 40%.There were six beneficiaries benefitted by establishingMillet Primary Processing unit with 75% subsidy in our district.
- Support to Agri Tech Startups
Agri-tech based Startups will be identified andprovided with subsidies based on their objectives,sustainability and business plan.
Objectives:
- To identify theAgri- Tech Start-ups having innovative solutions for the problems /Challenges facedby thefarmers in agriculture and allied activities.
- To facilitate the agri -tech Start-ups to upscale their innovativeand make them disseminate their technology widely among the farmers.
- To assist the eligible agri -tech Start-ups with Financial Support for the sustainability.
Pattern of Assistance
1.Growth (Newly Found Startups) – Grant be Restricted to Rs.10.00 Lakhs/unit.
2.Market (Product Developed and Trying to Capture the Market) -Grant be Restricted to Rs.25.00 Lakhs/unit.
Eligibility Criteria:
- The entity should be a startup registered with Tamilnadustartups and innovative mission (TANSIM)or START UP INDIA.it should be Located and Headquartered in Tamilnadu.
- The entity should be aregistered as a Private Limited company a(under companies act 2013),or a Limited liability Partnership(under Limited liability Partnership 2008) or a registeredPartnership firm (under Partnership act 1932).
- The Average profit of the Entity (as per income Tax Returns) in the Last Three Years (orlesser in case it’s a newly Registered Entity) shall be less than Rs.5.00 Lakhs.
- It should be working towards Innovation,Development or improvement of products or possess with a high potential of Employment Generation,Social Impact or Wealth Creation.
- AGMARK Certification
AGMARK is the certification mark issued by the Government of India for agricultural and allied products, ensuring they meet the quality standards prescribed under the Agricultural Produce (Grading and Marking) Act, 1937 and the Agricultural Produce (Grading and Marking) Rules, 1988.
The system is implemented nationwide by the Directorate of Marketing & Inspection functioning under the Department of Agriculture and Farmers Welfare, Government of India. The State AGMARK Grading Laboratories, functioning under the Department of Agricultural Marketing and Agri Business, Government of Tamil Nadu, play a key role in implementing the AGMARK grading and marking scheme. They collect samples of agricultural products from authorized packers, conduct physical and chemical analyses to verify compliance with prescribed grade standards, and ensure that the products are correctly labelled with the appropriate AGMARK grades based on the test results.
A total of 248 agricultural and allied commodities are being graded and marked under AGMARK certification scheme.
