1) Introduction about the Department

1.1 About

Department of Seed Certification and Organic Certification – Seed Inspection wing ensures the timely availability of quality seeds to the farming community through monitoring and regulation of seed distribution by implementing various seed legislations viz., The Seeds Act 1966, The Seeds Rules 1968, The Seeds (Control) Order 1983 and The Environment (Protection) Act 1986. This wing has so far issued 958 seed selling licenses in DDSI Erode jurisdiction under the Seeds (Control) Order, 1983. These seed selling points are inspected by the 6 seed Inspectors at least once in three months mandatorily and seed samples are drawn for quality cheek, from the seed lots kept for sale. The samples are analyzed in the notified seed testing laboratories and either department or legal actions are initiated against the substandard seed lots.

Mission:

  • Ensuring seed business in accordance with seed legislations. Issue of licenses for selling seeds under The Seeds (Control) Order 1983
  • Inspection of seed selling points
  • Drawing seed samples from seed selling points for quality check by sending official samples drawn to notified seed testing labs.
  • Issue of stop sales orders on suspected and substandard seed lots.
  • Initiating Legal/Departmental actions against defaulters.
  • Attending farmer’s field complaints
  • Sensitizing farmers and seed sellers about Seeds Legislations through meetings, taming press news, social media ect.,
  • Periodic training of Seed license holders regarding Seeds laws.

1.3 Administrative setup:

Technical:

The Director of Seed Certification and Organic Certification (DSC) Chennai office at SIDCO Electronic Complex, Phase 11.2nd Floor. Thira Vika.Industrial Estate, Guindy, Chennai 600 032 is the overall head of this Department. Quality Control Activities are carried out in the State by one Joint Director of Seed Inspection, The Deputy Director of Seed Inspection Erode has control over the entire Erode District and a part of Tiruppur District (comprising of Dharapuram, Mulana, Kangeyam, Kundadam, Uthukuli and Vellakoil blocks). There are six Seed Inspectors having jurisdiction control over one to four blocks

1.4 Achievements of the seed quality control wing From 01.04.2021 to 31.01.2026:

  1. So far 27,717 seed selling points were inspected regularly to ensure sale of good quality seeds.
  2. During seed selling point inspection 22,815 office seed samples were drawn to ensure the seeds for good germination, genetic parity and BT genes (for cotton).
  3. A total of 987 no of seed lots were issued stop sale order which deviates from the standards or if any other violations of the seed legislations found.
  4. 4.The quantity of seed lots issued stop sales order was 1510.51 MT.
  5. The worth of the seed lots issued stop sales order was 972.73 lakh rupees
  6. Based on the test results received from the notified seed testing Laboratories, so far 383 no of seed lots were declared substandard and in which departmental action was made against 349 seed sellers and legal actions were made against 34 seed sellers/seed distributors/seed producers.
  7. To ensure quality of seed at every stage of seed transaction, so far 10500 number of service samples were drawn at seed producer points, distribution points as well as seed selling points.
